Mini Schnauzer begging in Newcastle upon Tyne

As the keeper of Molly re-homed via Northern Schnauzer to me 6 years ago, imagine my concern when it was reported to me that there was an older Mini Schnauzer bitch living with the city's homeless community!
The dog was found,coat very matted not too bad state of health but seen with different groups and used for begging. I offered to buy the dog on two occasions not interested in selling at any price. I will offer to pay for groomers but will pay the groomer direct when I next find it.
It’s not an RSPCA case but not a good situation. Those in central Newcastle keep your eye open please.
