Shaking head like he sees things that aren't there

My 7 year old miniature schnauzer keeps shaking his head like he sees something, but nothing is there. Acting afraid, sleeping a lot, scratching at his head, rubs his head on the floor, no signs of ear mites. Any ideas what it could be
