Puppy whines at the slightest thing....

I have a Minature Schnauzer puppy which seems to whine like mad at the slightest thing.

He is very happy and we walk him twice everyday (only for 20 - 30 mins at time).

There doesnt seem to be anything wrong...is it just he is so little? (4mths old).
