Why whenever I play with my dog does she pee all over?

It sounds like excitement, or could be submissive urination.
Try taking her out BEFORE you play with her, make sure she has done a pee, then play with her.
If she still does it, then she needs more socialisation and getting out and about with other people and other dogs more - introduce her in a POSITIVE manner, don't frighten her.
