18 month old mini Schnauzer mix

My little 18 month old dog won't quit crying to go outside every 5 minutes. He is a mini Schnauzer and he's 18 months old is it because he smells other dogs in heat

If your dog is healthy, he should not need to go out every five minutes, unless he has a bladder infection or other issue.
If you know there are females in heat and that is what is bothering him, you might want to think about having him neutered.
The other option is that maybe he needs more exercise. Do you take him out walking at least twice a day? Adolescent Schnauzers have a lot of energy and need exercise to tire them out.
