Pinkish to red fur iand incessant licking

My mini Schnauzer has pinkish coloring on his front legs, ears are red inside, anal area has reddish coloring and the underneath of his tail as well. All we hear is allergies, or you water.
WE got these answers from the Humane Society clinic. He is a beautiful dog but this coloration is bothering him , especially on his front legs whic he licks incessantly.
Do You Have any ideas?
