My 14 week minature schnazer sleeps all the time and refuses to go on walks

My pup Lottie sleeps all day and night. She sometimes has a funny 5 mins running round the house, she's got plenty of toys but gets bored.
I try get her to go out for a walk but just stands there..is she just still a baby?
