Mini Schnauzer Can't Pee!

My mini schnauzer is 4 months old and cant pee!
She has been up all night clearly uncomfortable and every time she tries she just has a drop of pee. I'm very concerned about her. The doctor is coming from out of town and it's going to take about six more hours.
Is this the beginning of a bladder problem?
