Is Meggi my mini schnauzer allergic to my brother-in-law?

Hiya what it is my schnauzer keeps itching behind here ears on here neck
And I have checked for fleas she dose not have them and she also itches one of her front paws. I cant understand why she does this. I have left her fur to grow for the winter.
Is it this or a skin allergy or down to nerves because Meggi and my brother-in-law do not get on, he is cold hearted. I'm forever
shouting at him to leave here alone, she just growls at him. Meggi never scratches when he's here, I let her stay in my room when its cold because its freezing in the kitchen of a winter and I dont like her being down there, but what do i do to stop the scratching.
Is it her food, shampoo, my brother-in-law?
